Energy Purchase: Organized a collaborative group of cities, towns and their school systems to purchase of electricity and natural gas on the wholesale marketplace.  WRPA managed the RFP process including the negotiation of contract terms and conditions for multi-year contracts at below market rates.

Renewable Energy Purchase: Procured Net-Meter Credit contracts for a large public school system which offset their entire electricity budget with 15 year power purchase agreements (PPA) for renewable energy sourced from local PV solar projects.

Project Design & Management: Provided services to several cities and school systems in Massachusetts for the development of renewable energy under the recent Solar Renewable Energy Carveout of the Green Communities Act in Massachusetts.  These systems enabled savings of up to 35% of municipal energy costs. 

Performance Contract Audit: Performed post implementation performance review of state & federally funded energy efficiency project for a large public school system. The review identified the sources of short falls and implemented corrective actions and reimburse negotiated for lost savings

Credit Monitoring: Provides quarterly and annual accounting review of electricity expenses and the tracking of Net-Meter credits by the utility that were generated from several PV Solar arrays. 

Energy Industry Advisory: Provided advisory assistance to the executive director of an electricity wholesale company concerning the direction of market competition in the energy utility industry, DSM and conservation potentials and risk- decisions on future gas and electric resources.

Legislative Assistance: Provided state agencies and utility companies with economicanalysis and recommendations for the re-structuring of the electric utility industry through changes in legislation and purchase of lower priced electricity and natural gas through "special contracts" with the regulated distribution companies.

Expert Consulting: A property tax case for an electric generation facility in which the market pricing evaluation provided the Appellate Tax Board with a logical and higher property valuation for the facilities than the replacement cost value proposed by the utility.
